Aloha e,

My name is Sam Hirbod and I am the owner of the property makai of the old Pā'ia Sugar Mill to the west of Baldwin Avenue. I am writing to introduce myself and share information about a project we are proposing for our community here in Pā'ia.

Over the past couple of years, my team and I have been meeting with members of our community to understand the needs and concerns of Pā'ia residents. Through these conversations, we have heard about the critical need for workforce and gap-group housing, the lack of accessible healthcare services, parking challenges in town, the need for a general merchandising store and neighborhood commercial services along Baldwin Avenue, the desire for a preschool/daycare facility, and the importance of preserving the small-town character that makes Pā'ia special.

We are proposing the EC Pā'ia Town Project, a mixed-use community on approximately 40.392 acres adjacent to existing Pā'ia Town on portions of two parcels identified as Tax Map Keys (2) 2-5-005:066 and 067.

The Project will provide a mix of single- and multi-family homes totaling approximately 170 units, including at least 34 workforce housing units to satisfy current Maui County Code Chapter 2.96 requirements and an additional 16 gap group residential units targeting households earning 120% to 240% of Area Median Income. Beyond housing, we plan to include a medical/dental wellness clinic and urgent care facility to bring healthcare services closer to home, a general merchandising store and places where neighborhood businesses can set up shop to serve our daily needs, a gym/fitness center, a potential preschool/daycare for our keiki, a potential heritage hall/center, and a public parking lot near Hāna Highway.

We are also committed to improving local infrastructure, including realigning the Pā'ia Mini Bypass Road and making it two-way to improve traffic flow and safety. The mauka portion of the existing Pā'ia Mini Bypass Road will be re-purposed as a shared-use greenway to support pedestrian and bicycle connections throughout the Project and surrounding community.

In support of this vision, the Maui County Council will be introducing a resolution to refer proposed bills for a Community Plan Amendment and Change of Zoning to the Maui Planning Commission.
